Florida Regional Center Exhibits at Investment and Immigration Conference in Veracruz, Mexico

The Florida Regional Center was invited to Veracruz, Mexico to present at an educational EB-5 investment conference.  Richard Yellen, an EB-5 expert and United States attorney with the Florida Regional Center, discussed the main benefits of the EB-5 program and the Regional Centers current project, Harbourside Place, near Florida’s Gulf Coast.

The August 25, 2011 conference was directed at investors from the Latin American community who are interested in American investment opportunities.  Richard Yellen spoke on the benefits of the EB-5 Program, how to chose the EB-5 Project for you, and how to make a safe and educated decision regarding your investment and green card eligibility.

The EB-5 program allows foreigners to invest in United States, USCIS Approved, projects that stimulate the U.S. economy thus creating much needed jobs for Americans. EB-5 participants will make an investment of $500,000 or $1,000,000 for projects not located in designated Targeted Employment Areas (TEA), into a U.S. project that will create at least 10 jobs for U.S. Citizens.  In return, the investor will earn interest on their investment, a full-repayment of their principal and Permanent Residency status in the United States.  This can be obtained for yourself, your spouse, and any unmarried children up to 21 years of age. The seminar also highlighted the details of the Harbourside Place Project, which is currently being funded by EB-5 investments.  The development is currently under construction and is set near the Gulf Coast of Florida by the Atlantic Ocean. The facility will feature an entertainment plaza and outdoor amphitheatre, retail space, restaurants and eateries, professional offices, 4-star hotel accommodations and marina slips.  Harbourside Place is projected to create more than 2,400 jobs over the next three years and will provide exceptional economic stimulus for the region.

Following this conference, the Florida Regional Center executive team traveled to Mexico City, Mexico to meet with prospective EB-5 clients.  These meetings are held in a one-on-one setting with EB-5 experts and attorneys present to help the prospective clients navigate the EB-5 program and their individual scenarios.  The team helped to educate all of the participants in the meetings and were happy to have signed three new clients to invest in the Harbourside Place project. This project is filling up quickly, but there are still some opportunities available.

Construction Update at Harbourside Place

August 24, 2011

Construction at Harbourside Place continues to progress on schedule and on budget.  Headway has been made in all aspects of the first phase of construction over the last week.  Take a look at the following photos and descriptions to learn more about what has been going on at the site over the last week.

The most recent progress at the site is with the demucking of the seawall.  The coastal contractors will be using heavy machinery to remove the sandy soil on the land side of the seawall.  They will then replace the removed soil with imported structural fill, to add further rigidity to the seawall construction.   Check back tomorrow for a video of this progress.

The installation of the new dock timber pilings continues with over a dozen of them now having been successfully installed.  These pilings will help anchor the new dock system that will stretch across the outside water perimeter of the property.  This new 209 linear feet of public marina will feature 9 public slips and additional dock space for over 20 private leased slips.  Check back tomorrow for videos of the timber pilings installation.

EB-5 Investment Seminar to be Held in Wuxi, China

New Investors from Quanzhou and Fujian Provinces

Quanzhou, Fujian Province, China – August 17-18, 2011

The Florida Regional Center (FRC) once again held a series of individual investor meetings with potential clients and their families from 10:30am – 7:00pm on August 17, 2011. In total, the FRC Executive team met with seven potential applicants and their families. One of the potential investors is looking to apply for himself and his five children.  As all of the children are over the age of 21, they will need to apply on separate petitions.  Follow the link to learn more information about the ins and outs of investing in an EB-5 Visa funded project.

Out of the seven, two clients signed up that day and the rest are reviewing the documents and intend to sign and begin the application process within the next 30 days. We will continue to diligently work with these clients in application for the EB-5 visa and helping them to prepare for their new life in the USA.

On August 18, 2011, the FRC Executive team met with met with a potential client and his son.  They have decided to come on board with the Harbourside Place Project and will be returning their Pre-Subscription Agreement this week.  The father is proud that his son will be attending a prestigious United States university in New York. The son will be leaving for the USA next week in anticipation of starting the fall semester.  Elite schools and Universities are just one of the many reasons investors choose to make their new life in the United States of America.

The Harbourside Place project had the honor of being written about in the latest issue of Construction Digital. The online publication of Construction Digital reports articles concerning prestigious construction projects from around the world. The article discusses the parameters of the first phase of the project and what it will mean for the community of Jupiter, FL.  The president of Moss & Associates had this to say about the project, “Harbourside Place and Jupiter’s Riverwalk are certainly going to be a regional destination for Jupiter’s residents and tourists alike."

Indepth Construction Photos

In this update, a picture is worth a thousand words, with our first before and after shots of site progress.  These photos were taken on another gorgeous day in Jupiter, FL, where the seawall construction continues to progress. Photos of the removed seawall are now enclosed and now the site is also home to a temporary construction office for management of day to day activities on the project.

Florida Regional Center Signs Three New Immigration Agencies

August 10,11 & 12, 2011 – Guangdong Province, China

Over the past three days, the Florida Regional Center met with three of the major immigration agencies in Guangdong Province and signed them to promote the use of the EB-5 Visa program with the Florida Regional Center and its Harbourside Place Project.

These three immigration agencies have proven track records and assist more than 100 families per agency with their immigration to the United States every year. These new signings will enable the Florida Regional Center to reach additional families who are interested in the EB-5 program and the opportunities that Harbourside Place project presents.

Construction at Harbourside Place: Out With The Old

Harbourside Place construction continues on, with a number of new advancements on the preparation of the site.  Please see the photos and short descriptions of what has taken place this week at the construction site. 
 
The site has now been cleared of all existing Australian pine trees and shrubbery growing on the lot, leaving a clean lot for installation of all coming phases of construction.

A certified Mangrove trimming company did the trimming of the native Florida Mangrove trees in accordance with state and local law (as they are protected as essential nature ecosystems in Florida).  These trees were trimmed to allow proper access on the seawall area, which will allow further construction without impacting the livelihood of the plants.

The certified electrical contractor has since installed the temporary power service to the site, for use in the field office and for certain construction equipment.  Florida Power and Light has also set up a temporary meter for use at the site as well.

Lastly, as shown in the last two construction updates, progress continues on the seawall and docks.  The pre-existing sea wall and dock are now completely removed from the site in preparation for the new installations.  The coastal contractor, Shoreline Construction, last week installed and since has removed the indicator test piling.  This piling was monitored by an engineer from Coastal Systems, to determine the required length and depth of the timber pilings to be used for the new Intracoastal waterway docks.  With the pre-existing seawall now completely removed, almost half of the new seawall sheet panels have now been installed.

Next week we are scheduled to start de-mucking and back filling the new seawall with imported structural back fill. Shoreline Construction is also scheduled to start installing the form work next week for the pouring of the concrete bulkhead cap on the seawall.  Photos and further details of these installations will be posted next week.

Florida Regional Center Announces Latest EB-5 Project

$60 million dollar project signed between the Florida Regional Center, and Endeavor Capital Ltd, a New Zealand company.

Jupiter, Palm Beach County, Florida USA and Wellington NZ:  

The Florida Regional Center LLC has signed a $25 million investment partnership with Endeavour Capital Ltd, one of New Zealand’s leading private investment companies, to develop the next EB-5 Investment Visa project in the Florida Regional Center.  This latest project is expected to create more than 600, full time, high-level, permanent research and technology jobs and hundreds more indirect and induced jobs in the Town of Jupiter and Palm Beach County.

“This is a significant and exciting venture for both companies,” stated Florida Regional Center Manager, Nicholas A. Mastroianni II.  He continued to state, “It is a strategic partnering with our USCIS approved regional center program designed to accelerate job creation and economic growth in the United States. The program serves to benefit all parties concerned, with the creation of US jobs through foreign investment. With this particular project, Endeavor is bringing $35M USD to the project and the Florida Regional Center is obtaining financing through foreign investment in the amount of $25M USD using the EB-5 pilot program.”

The Executive Chair of Endeavour, Neville Jordan, says “The notion that excellent ideas and companies can best be taken to the world market by pushing them out from their host country is always going to represent a substantial struggle.”  Mr. Jordan continued to say, “The best way to generate profitable growth is to be partnered and embedded in offshore target markets.”


Endeavour looks to embed themselves in the United States markets with the establishment of their North American headquarters in Jupiter, Florida and the development of a state of the art facility, designed to hold research and bio-technology companies, serving as a hub of creation in South Florida.  The office building will have a superb setting along the Riverwalk walkway that leads to downtown Jupiter, as well as, the Harbourside Place project, located just one mile to the north. Endeavour Capital Ltd is investing $35M USD in the development, while Florida Regional Center will raise the remaining $25M USD necessary to fund the project, using the EB-5 pilot program to secure foreign investment.

“We have positioned our new entity; Endeavour Sustainable Investment, a Deutsche Bourse listed company, to invest in a wholly owned subsidiary in Florida, USA, as well as, having investment in companies throughout the world, including China. This gives our partnership a well-funded staging post literally in the backyard of the fastest growing state, in the world’s most sophisticated market” stated Mr. Neville Jordan.

Once construction is complete, the new building will house at least 8 companies from around the world. These companies are part of the investment portfolio of Endeavor, and will be tenants here in the new research building once constructed. This is an exciting pre-leased project that guarantees that new jobs will be created from construction activities, office related activities, and the small restaurant/retail component that will be located at the project site. Ultimately, this undertaking will allow collaboration and fostering of new and interesting intellectual property from the USA and other countries.

Companies in Endeavour’s New Zealand investment portfolio, include those which work in non-invasive diabetes detection, clinical diagnostic technology, water efficiency systems, anti-cancer compounds and advanced manufacturing and ICT systems. According to Mr. Neville Jordan, “the ability to engage with such world-leading research and development teams will be invaluable.”

Jupiter, Florida has already attracted a number of highly prestigious institutions to set up in the state, all of which are based near Endeavour’s upcoming office. The Scripps Institute Bio Tech Research Facility and Germany’s Max Planck Institute are located in a research park that is located on the North campus of Florida Atlantic University Jupiter, FL, just five miles from the Endeavour project.   “The companies that will find their new home at the Endeavour project will seamlessly fit with the existing companies of the Jupiter area” stated Nicholas Mastroianni II.

“While we proudly remain a New Zealand company, we give ourselves and our portfolio companies the best chance of gaining critical mass and market penetration by also being in the USA,” stated Neville Jordan.   Dr. George Steinfels will manage the new North American office of Endeavour.
Jordan also says the partnership deal continues the coherent strategy embarked upon some two years ago, to position on the international stage, as a New Zealand company specializing in sustainable investment.

Look for construction to begin on the site May 2012 and final completion of the project scheduled for January 2013.

Immigration Event in Changsha


Changsha, China - August 6, 2011

The Florida Regional Center was invited to speak at a private event Saturday night in Changsha regarding immigration to the United States. Over 75 guests joined to listen, as Nicholas Mastroianni and Tyrone Siren gave detailed presentations on the EB-5 Visa Program, life in the United States, and The Florida Regional Center. Many interested investors listened closely as the guests of honor discussed their current project, Harbourside Place, which recently broke ground in Palm Beach County, Florida. A video of the groundbreaking ceremony and current construction footage was shown to guests giving them the ability to envision a project that will be fully completed in 2013. After the presentations a question and answer forum was held giving investors a chance to voice questions they had about the project and the immigration process. The FRC will be traveling back to Changsha in the coming weeks to meet with individual attendees from the event to further discuss the EB-5 process and assist them in preparing to file their I-526 Petitions with the United States Citizenship & Immigration Services (USCIS).

Following an Applicant in the EB-5 Process

This post will allow future investors to understand the process of being an EB-5 Visa applicant.  We recently had another investor choose to invest with the Florida Regional Center and the Harbourside Place Project to obtain their EB-5 Visa.  We will follow this individual through the process in hopes that this will shed some light on what to expect and help to guide you through the process a bit smoother.



1). Understand what the EB-5 Visa program is
EB-5 allows foreigners to invest in United States, USCIS Approved, projects that stimulate the economy and create an abundance of jobs resulting in said investors receiving their United States of America EB-5 Visa for permanent residency status.  This can be obtained for yourself, your spouse, and any unmarried children up to 21 years of age. More information on the EB-5 visa can be found on this website.

In this case our of recent investor, Ming came to find out about the EB-5 program from one of the many Florida Regional Center seminars taking place all across China right now.  Seminars are taking place all over the United States and the world, contact us for more information on ones taking place in your area.



2). Make sure you meet the requirements
There are many criteria that need to be met in order to obtain your EB-5 visa for entry into the United States.  These include, but are not limited to, proper documentation of investment funding source and a clean criminal record. Visit the link for more information regarding requirement criteria.

Going through the list of criteria, our investor understood that he and his family met the criteria with proper documentation available and a clean past. He also made sure that the documents needed would be readily accessible for the next phases of the process. 



3). Pick the project that is right for you

USCIS Proposed Enhancements to EB-5 Visa Processing

Created by Congress in 1990, the EB-5 investor program stimulates the U.S. economy through foreign capital investment that results in job creation, formation of startup companies and attracting capital to the areas of high unemployment and rural areas. According to the United States Citizenship and Immigration Service (USCIS), as of June 30, 2011, it is estimated that the program has resulted in more than $1.5 billion in capital investments and created at least 34,000 jobs.

“Current immigration laws support foreign talent who will invest their capital, create new jobs for American workers, and dedicate their exceptional talent to the growth of our nation’s economy,” said U.S. Citizenship and Immigration Services (USCIS) Director Alejandro Mayorkas, “USCIS is dedicated to ensuring that the potential of our immigration laws is fully realized, and the initiatives we announce today are an important step forward.”

The EB-5 immigrant investor program is being further enhanced by transforming the intake and review process. In May, USCIS proposed fundamental enhancements to streamline the EB-5 process which included the following:

-  USCIS proposed to accelerate its processing of applications for job-creating projects that are fully developed and ready to be implemented. USCIS will give certain EB-5 applicants and petitioners the option to request Premium Processing Service.

-  USCIS proposed the creation of new specialized intake teams with expertise in economic analysis and the EB-5 Program requirements. EB-5 Regional Center applicants will able to communicate directly with the specialized intake teams via e-mail to streamline the resolution of issues and quickly address questions or needs related to their applications.

-  USCIS proposed to convene an expert Decision Board to render decisions regarding EB-5 Regional Center applications. The Decision Board will be composed of an economist and adjudicators and will be supported by legal counsel.

After reviewing stakeholder feedback on the proposal, USCIS is developing a phased plan to roll out these enhancements and is poised to begin implementing the first of these enhancements within 30 days.

Expect more details in the near future on availability of premium processing for certain EB-5 applications and petitions, implementing direct lines of communication between the applicants and USCIS, and providing applicants with the opportunity for an interview before a USCIS panel of experts.

Three clients sign to invest with Florida Regional Center’s Harbourside Place Project

Xi’an City, Shaan’xi Province, China – August 3, 2011

Today, executives of the Florida Regional Center (FRC) held client meetings with one of their partner immigration agencies in Shaan’xi Province, China. We are pleased to announce that three of the four EB-5 clients signed up to invest with the FRC and its current project, Harbourside Place. Nicholas Mastroianni III, Director of International Operations, had this to say about today’s events, “it is great to meet with clients who are as enthusiastic about the project and the opportunity it presents, as we at the Florida Regional Center are.”  Tomorrow, FRC will hold a series of investor presentations in downtown Xi’an city with nine different families.  These families are interested in emigrating to the United States using the EB-5 Visa Program and investing in one of the FRC projects

Florida Regional Center Visits Kunming


KUNMING, Yunnan Province, China – August 1, 2011
Today, the Florida Regional Center (FRC) held numerous investor meetings with multiple Immigration Agencies in Yunnan Province. Both individual and group presentations were given to eligible investors regarding the EB-5 Visa Program. The project discussed was Harbourside Place, a mixed-use development, currently being built in the heart of Palm Beach County, Florida. After the meetings, the FRC hosted a dinner to further engage with investors and allow them an opportunity to ask any personal questions or address any concerns they may have. The FRC looks forward to further developing and maintaining an established relationship with the agencies in the beautiful city of Kunming.
